Register a data-plane worker.

Returns the worker secret exactly once. Platform workers use the deployment WORKER_REGISTRATION_TOKEN. Customer-managed workers use a short-lived, one-use enrollment_token generated by an account admin; the enrolled worker is permanently pinned to that token's account and pool.
